Hogan ended his own run back then and it was in 2003. Something about him not thinking he was paid enough by Vince. But then after a 6-man tag on the June 26 SD! that year, they had him as Mr. America unmask and make a "SHH!" pose that became the "evidence" Vince supposedly needed to prove Mr. America was really Hogan himself so he could "fire" him as their cover story.
