We ban characters based on their priorities and what can be done with them in the right hands. Many boss characters are made with gimmicks meant to be fought against as a meta-game for the single player. They are usually not made to be balanced or even make sense - they're boss characters. It's at their battle that the game goes from fighting-game to something far more classic in its sense of game progression (see Goro, Rugal, Khan, Abyss...).

In classic cases that boss character returns in a sequel fully playable and balanced for the public. Nowadays bosses are created with playability in mind from the start, but they still don't fit the core characters meant to be options in the actual fighting game. Seth is the latest in this trend.

He's playable, but his priorities break the game. We're only keeping the play space clear and competitive. If needed, we may have to cuff Gouken as well, but some play time is needed.
