Because if it is the latter, then that is kinda hilarious.

They are like clockwork:
- Sequel to game series is announced.
- The old game was played for years and certain exploits were discovered after the fact (this is important).
- The best players (those who valued the exploits) want the new game to cater to their exploitative 'advanced play'.
- Developers did not like exploits from old game, they want their install base to be less polarized.
- Developers make known new mechanics to allow more players a fighting chance, character balance, nerfs and buffs.
- Elite players get butthurt the dev team responded to their breaking the game. No more cheap raping, lord forbid.
- Players who actually care about the franchise and not a single iteration rejoice.
- Elite players make war with them, call them "scrubs" and curse the new game.
- New game drops. The elite players buy it anyway, end up having a blast. Casual players close the gap in skill. Community is expanded by the 'scrub mechanics'.
- Time passes, new exploits are discovered. Cycle continues.
