Ok, going to make a guess that the final roster will total 20 (not including any DLC, if there is any).

My (flimsy) reasoning is this. Here is the Japanese site for the game. It has the characters revealed so far, minus the teaser characters.
If it's anything like SSFIV and MvC3's site, all the characters should fit into that little area. I tried it in paint by copy/pasting and it fits perfectly.

In other news, Ono seems to be taking requests for characters on Twitter. No idea if it'll make any difference.
