It turns out that Gunn was the one who got Storm into talks with WWE officials. Gunn and Storm are said to be really good friends outside of the business and Gunn reportedly arranged for the two sides to begin discussions.

Regarding a recent report that said TNA learned of Storm attending Takeover and started throwing more money at him, that may not be entirely correct. TNA did contact Storm when they heard he was at NXT as they wanted to book him for their upcoming tour of India but they likely did not offer him more money than what they offered him last week.

RAW was #4 for the night in viewership behind the NFL on ESPN, MLB on TBS and ESPN SportsCenter. RAW was #5 for the night in the 18-49 demographic, behind the NFL, SportsCenter, both MLB games and Love & Hip-Hop.
New record low for 2015 and the 3 Hour era in general. Another website broke down how bad the drops are getting and the WWE has lost around 700k viewers on average since Summerslam.

Raw is about upping the prime time network average for USA. They are not strong for advertisers on USA no matter what their demos are and with rights fees, vs. advertising revenue, USA makes very little money on the deal. But without Raw, they go from challenging for No. 1 to also-ran position they are deathly afraid of. It's also why nobody else wanted them at anywhere that price.

It's also why the declining numbers aren't as bad as they seem, because USA is declining with them, and the more USA declines, the more valuable Raw is to them.

The issue is if USA, which is overall super profitable, has an issue with profits, they may cut the least profitable shows. That's why WWE & USA are both trying to push the idea that they aren't low brow, so they can get more advertisers not to shun them.
In regards if USA Network will end up getting involved to improve things and the short answer is no. USA is struggling just as bad overall but have nothing on tap that could replace RAW or help out.
